- The KPBPB is an area within Indonesian jurisdiction treated as separate from the customs area, making it exempt from Import Duty, VAT, Luxury Goods Sales Tax, and Excise. Bintan and Karimun are designated as KPBPB to boost trade, investment, and export-oriented industry.
- Businesses enjoy exemption from Import Duty, VAT, Luxury Goods Sales Tax, and Excise; smoother flow of goods for export-import; centralized, fast, and transparent licensing; and a business ecosystem backed by integrated infrastructure and services.
- Management is carried out by the Concession Agency (BP) of the KPBPB in each zone, under the direction of the Regional Council chaired by the Governor of the Riau Islands. The Council Secretariat supports the Council's administrative and operational duties.
- Development focuses on export-oriented industry, maritime and logistics, tourism and hospitality, and trade plus high value-added investment-supporting services.
